The landscape for passing school tax issues is changing.The traditional support base for levies and bond issues is shrinking and the anti-tax voting block is growing.
There is, however, good news!This shift in school support has not yet reached the tipping point.With the exception of OSFC bond issues where the local share of the tax burden has been increasing, the passing rate for new levies–including this past November–is holding steady. This workshop focuses on how to harness the power of public engagement to strengthen your district’s support base by establishing trust, addressing important public concerns and creating a clear understanding and sense of urgency of why your tax issue needs to be approved.

Philip DeVol is a consultant with aha! Process Inc. (Ruby Payne’s organization) and co-author of Bridges Out of Poverty, a collaboration with Ruby K. Payne and Teri Dreussi-Smith. He has been consulting on poverty issues since 1997 and works with organizations to design/redesign programs to better serve people in poverty as well as with communities to systemically address issues.
Dr. Laura Purnell, co-presenter, is the assistant superintendent of the Cleveland Municipal School District. Her most recent assignment is to work with the 10 lowest performing school buildings in Cleveland City Schools.
