Duties: The Chief Human Resources Officer has primary authority and accountability for all District human
resources functions, and is responsible for development and execution of human resource strategy in
support of the overall business plan and strategic direction of the organization in the areas of
succession planning, organizational and performance initiatives, talent, and change management. The
Chief HR Officer provides leadership, vision, and strategic direction for the Human Resources
Department, and works with the District's Senior Leadership Team to fulfill the District's mission that
each student is highly educated, prepared for leadership and service, and empowered for success as a
citizen in a global community.
EXAMPLES OF WORK:
Develops short and long-range goals and objectives, including plans to evaluate district staffing
plans; recruit, retain and evaluate a high-quality workforce; manage department resources, and
maintain competitive and equitable classification and compensation plans;
Serves as the advisor to the Superintendent and the Board on all employment, labor
negotiations, and human capital issues;
Assesses current human resources operating processes and develops a transformational plan for
the human resources department to improve organizational effectiveness and customer
satisfaction;
Provides direction to the HR Leadership team members who oversee the Employment & Staffing
Office, the Employee Relations Office, the HRIS unit, and the HR Administration Office
Supports the ongoing monitoring and progress of Human Resources' management responses to
the CCS Office of Internal Audit;
Develops and maintains pro-active relationships with key business and community partners and
various other stakeholder organizations to foster a positive image of the district and build
support for district initiatives;
Represents the district's interests to federal, state, and local regulatory and legislative
audiences, and actively advocates for policies & legislation that are advantageous and advance
the vision & mission of the district as it relates to human resources;
Responsible for annual department budget, including forecasting district needs and priorities;
Identifies action plans for providing District-wide training and development;
Aligns human resources strategy and specialized human resources service requirements;
Responsible for approving Board agenda for all employment matters presented to the
Superintendent and BOE;
Performs other duties as may be assigned by the Superintendent or their designee.

Experience Required: MINIMUM QUALIFICATIONS:
Master's degree in Human Resources, Education Administration, or a related field; or equivalent
education/experience with administrative level operations; or an equivalent combination of
education and experience sufficient to successfully perform the essential duties of the job such
as those listed above.
Ten (10) years or more experience in a senior-level human resources position with a large
organization; or equivalent combination of education and experience sufficient to successfully
perform the essential duties of the position as listed above

PREFFERED QUALIFICATIONS:
SRHR certification;
Successful experience in strategic planning and execution of human resources transformation
efforts;
Experience in defining new organization structures and operating processes;
Experience conceiving and leading change management initiatives;
Experience with salary negotiations and contract interpretation for certificated and classified
bargaining units;
Background in human resources in a unionized organization.

Wage or Salary: $137,108
