Duties: Provides strategic direction and oversees execution of all plans and activities of the district's
negotiations, administration and enforcement of the collective bargaining and association agreements;
supervises related activities including employee discipline, resolution of employee and union
complaints/grievances; and functions as Hearing Officer in Step 2 of the grievance process.
EXAMPLES OF WORK:
Oversees and participates in negotiation, administration and enforcement of the district's
collective bargaining and association agreements; supervises related activities including
employee discipline, resolution of employee and union complaints/grievances;
Develops and implements employment policies, and procedures related to assigned functions;
revises departmental work systems and procedures as necessary to improve the efficiency and
productivity of the department;
Directs the daily activities of assigned staff, which includes hiring, training, counseling,
evaluating staff performance, and when necessary disciplining and/or discharging staff;
Functions as the Hearing Officer in Step 2 of the grievance process; receives all employee and
union complaints/grievances, determines grievance response, and takes all appropriate actions
to resolve the complaint, including issuing written responses on the Superintendent's behalf;
Provides assistance and consultation to district staff in interpreting human resources
policies/procedures and addressing a variety of human resources issues, including contract
compliance, EEO compliance, ADA compliance and other related employee/labor relations
matters;
Oversees maintenance of complete and accurate employee records and files; protects
confidentiality of records and information, including HIPAA;
Monitors to ensure district compliance with federal and state regulations and labor
contract/association agreement requirements relating to assigned human resources function;
Prepares and administers departmental budget(s); ensures expenditures are within the
approved budget(s);
Maintains current knowledge of regulatory standards and district policies related to assigned
functions; recommends and implements changes to methods and processes as necessary;
Ensures departmental staff maintains required credentials and facilitates on-going development
opportunities that align with district strategies and objectives;
Oversees professional staff development; ensures department maintains credentials;
Resolves problems, situations or issues in a collaborative, tactful, courteous, and respectful
manner;
Analyzes data, implements and tracks metrics, and reports on outcomes;
Performs other duties as assigned.

Experience Required: MINIMUM QUALIFICATIONS:
A minimum of a bachelor's degree in Education Administration, Human Resources Management, and
Organizational Behavior, or other related field, and seven (7) or more years of related labor relations
experience including supervisory/managerial responsibilities. Combination of education and experience
will be considered.

Preferred Qualifications
SPHR certification, Masters' Degree or Law Degree.
Experience working in a large complex organization.
Knowledge of school system processes, functions, environments, etc.
Solid knowledge of Ohio Collective Bargaining Law and Public Sector Labor Relations; negotiated labor contracts, procedures, practices and techniques;
Ability to negotiate and administer contracts and employee labor agreements;
Strong knowledge of federal and state laws related to the human resources function; Demonstrated supervisory skills to effectively manage the daily operations and administration of assigned function(s);
Must be computer literate to maintain various departmental records, documents and reports; Possess strong written and verbal communication skills including effective presentation skills; Analytical ability to develop plans of action to address a variety of employee issues and concerns in a timely manner;
Mathematical aptitude necessary to develop an annual budget and monitor expenditures; Demonstrated experience in conflict resolution, mediation facilitation, and the dynamics of problem solving and negotiation
Ability to handle confidential and politically sensitive matters;
Ability to analyze data, prepare reports, and effectively make presentations to senior leaders as well as other audiences.

Wage or Salary: $103,321

Approximate Work Hours or Days: 5 days a week
