Duties: Definition
POSITION OVERVIEW: The Manager, HR Data & Systems supports data-driven decision making by ensuring data integrity in all HR data systems and by analyzing data in such a way to help inform the work of CCS senior leadership. The HR Data & Systems team contains both processing and analytics. The processing team is responsible for inputting and managing data within our key HR information systems and ensuring data integrity. The Manager, HR Data & Systems manages the processing team and works to analyze the available data proactively and upon request.

The Manager, HR Data & Systems reports directly to the Executive Director, Human Resources Operations.

Manages the processing team toward efficiency improvements and achieving their goals.
Ensures data integrity across all HR data systems and develops internal audit plans across HR work streams.
In collaboration with the Information Management/EMIS team, identifies and reconciles state reporting inputs and outputs to ensure efficient and accurate reporting of CCS HR data.
Develops expertise in all HR data systems including, but not limited to: MUNIS, NeoGov/PowerSchool (CCS' application and selection platforms), PSW (online training), LotusNotes (evaluations and transfer processing).
Understands the purpose and function of related data systems so that HR data systems are aligned and CCS can maximize data analysis potential.
Acts as liaison for new development to HR data systems and supports maintenance to HR data systems with external vendors and internal IT stakeholders and program teams.
Leads data analyses using all HR data systems to inform projects and initiatives.
Uses data analyses to identify problems, analyzes information, makes strategic recommendations and policy proposals, and develops and implements effective and efficient solutions to achieve CCS' goals and initiatives.
Identifies opportunities for process and system improvement to increase efficiency and improve the quality of HR data.
Builds relationships and works with staff members from all HR divisions and across all organizational teams to drive collaboration and communication of data projects and systems.
Ensures compliance with federally and state mandated accountability measures.
Creates and documents standard operating procedures.
Minimum Qualifications


Bachelor's degree in Computer or Information Science, Data Audit, Human Resources, Business, or Education Administration. Master's degree preferred.
Project Management Professional (PMP) certification preferred.
5 years of significant data and systems experience including supervisory responsibilities. MUNIS, data audit, and HR experience a plus.
Previous exposure to or experience in the education sector a plus.
Strong analytic and strategic abilities.

Ability to effectively serve as a leader and team member.
Must possess strong communication skills.
Ability to manage multiple complex projects simultaneously while working under pressure to meet deadlines.
Ability to analyze data, prepare reports, and effectively make presentations to senior leaders and varied stakeholder audiences.
